Mit dem europaweiten Programm „Debate changing Europe“ fördern die International Debate Education Association (IDEA) und Youth in Action (YiA) die Verbreitung der Debatte als Form der gesellschaftlichen Auseinandersetzung. Welche bessere Gelegenheit könnte sich dafür bieten als der „Europa-Medien-Demokratie Kongress“? vom 17. bis 19. Juni, in dem in Wien 150 Schüler und Schülerinnen aus ganz Österreich ihre Kompetenz in demokratiepolitischen Fragen und im Umgang mit Medien im Hinblick auf die Europäische Parlamentswahl 2014 stärken? Der Debattierklub Wien unterstützt den Kongress und übte mit mehreren DKWien-Mitgliedern am 18. Juni tagsüber gemeinsam mit einigen Dutzend der jungen KongressteilnehmerInnen in mehreren Workshops Argumentation und Rhetorik. Abseits des EMDK rief der DKWien am Abend in der Universität Wien zur öffentlichen Debatte über die Frage „Ist Lobbyismus Betrug am Bürger?“ und dazu auf, Praktiken des Lobbying in der EU kritisch zu hinterfragen.
Der Hörsaal war nicht nur mit Schülern und Schülerinnen, sondern auch vielen weiteren Besuchern bis zu den Fenstern und Türen voll gefüllt und an diesem warmen Sommertag dementsprechend heiß. Hitzig wurde auch sehr rasch diese erste öffentliche „Oxford Debate“ in Österreich im Stile der berühmten Oxford Union aus England. Kann Lobbying wichtigen Interessen Gehör verschaffen, die die repräsentative Demokratie mit ihren üblichen Prozeduren nicht integrieren kann? Oder korrumpieren Intervention und Geld aus privater Hand die Demokratie in der EU zu Gunsten einiger weniger? Die Regierung illustrierte, wie Lobbyismus EU-Parlamentsabgeordnete davon abbringen, im Interesse der Bürger und Bürgerinnen zu handeln, indem ersie mit einseitigen Informationen und erhofften politischen Vorteilen manipuliert. Die Opposition dagegen legte dar, wie wichtig Lobbying für die Informationsbeschaffung der Abgeordneten ist. Erst indem sie direkt auf drängende Probleme angesprochen werden, bekommen sie den Willen, diese auch zu lösen. Wasser verschaffte den Gästen zwischendurch Abkühlung, doch die Debatte ging ebenso hochsommerlich hitzig weiter. Am Ende konnte die Opposition einige der Gäste auf ihre Seite ziehen, die davor die Themenfrage mehrheitlich bejaht hatte.

Is lobbyism a betrayal of citizens? DKWien invited to the first public “Oxford Debate” in Austria
With the European-wide programme “Debate changing Europe”, the International Debate Education Association (IDEA) and Youth in Action (YiA) are promoting debating as a form of public discourse. What better occasion could be found for that than the “Europe-Media-Democracy Congress” from June 17 to 19, at which 150 school students from all over Austria convened in Vienna to strengthen their competence in democratic policy and in dealing with the media in advance of the European Parliament elections in 2014. Debattierklub Wien supports the congress and several society members practised argumentation and rhetoric together with several dozens of the young participants in several workshops on June 18 throughout the day. Independently from the Congress, DKWien invited to a public debate at the University of Vienna in the evening on the question “Is lobbyism a betrayal of citizens?” to scrutinise the practises of lobbying in the EU.
The lecture theatre was filled to the last spot with school students and many other guests. The atmosphere was literally heated on this hot summer day. Contrary to the gorgeous weather, this first “Oxford Debate” in Austria was a rather stormy affair. Does lobbying raise attention to significant interests that representative democracy cannot integrate by its usual procedures? Or do interference and money from private sources corrupt democracy in the EU in favour of a tiny minority? The proposition side argued that lobbying hinders MPs from fulfilling their mandate by giving them wrong incentives and one-sided information. The opposition set forth that lobbyism directly draws the attention of EU MPs to serious problems that would otherwise be left untackled. Water brought relief to the guests in between, but the debate continued on a high temperature level. Whereas a majority of guests had favoured proposition in a test poll before the debate started, after all speeches had finished the opposition had been slightly more successful at convincing the audience of its stance in the final poll.
